2025 BID Ballot Result
A Business Improvement District (BID) is an independent, business led and funded body. A BID is formed following consultation and a postal ballot in which eligible businesses vote on a BID Proposal. The 2025 BID ballot delivered a strong mandate for Team London Bridge:
- 97% voted in favour by number of votes cast
(98% by rateable value) - 72% turnout by number of eligible businesses
This result confirms the business community’s continued confidence in the BID and its role in shaping a thriving local economy.
Levy and Funding 2026-31
Team London Bridge operates as a Business Improvement District (BID), funded primarily through a mandatory levy on businesses within its designated area. As of the 2026-2027 fiscal year, businesses with a rateable value of £22,000 or more are required to contribute 1.2% of their rateable value as the BID levy.
This levy is collected by Southwark Council and is used to finance services aimed at enhancing the local business environment. These funds support projects and services in areas such as safety and resilience, arts and events, environmental improvements, and place promotion, all designed to benefit the London Bridge business community.

Community Participation & Feedback
Our five-year BID Proposal was built around the needs and ambitions of our business community. Prior to a ballot in 2025, we consulted extensively with the BID membership to make sure our services deliver outcomes which benefit them and the area.
We host a public Annual General Meeting (AGM) in Q2 each year. All levy payers are notified in advance. To ensure we have the correct contact information for your organisation, please email us.

Daniel Charles (Chair)
Network Rail – Head of Retail
With more than 35 years’ international experience in hospitality, leisure and retail, Daniel leads on developing Network Rail’s retail operational conditions, supporting safety and the retail customer experience. He oversees more than 780,000 sq. ft of retail space across Network Rail’s managed stations, managing relationships with over 150 brands.
David Baughan MRICS
Guy’s and St Thomas’ Hospital NHS Foundation Trust – Assistant Director for Essentia of Property and Asset Management
David specialises in property valuation and management matters and has operated at a senior level leading on property matters across a number of Public Sector bodies including the Valuation Office Agency, Basildon Borough Council, East Sussex County Council and Public Health England. David is also the Chairman of the London Branch of the Association of Chief Estate Surveyors.
Cllr Rachel Bentley
Southwark Council – Executive Member for Inclusive Economy
Cllr Rachel Bentley was first elected to Southwark Council in 2022, and again in 2026. She serves as Deputy Leader of the Southwark Liberal Democrat Group, and also sits as Executive Member for Inclusive Economy, Democracy and Equalities in the Liberal Democrat and Green Joint Administration. Her professional background has seen her advise governments, families, businesses and charities on many matters, including job creation, tax and land use.
Elana Chesler
EY – Chartered Management Consultant
Elana is a Chartered Management Consultant (ChMC) at EY London Bridge, specialising in sustainability. She holds an MSc in Public Policy and Management from Birkbeck, University of London, and a Governance Diploma from ICSA. A PIEMA member and Circular Economy Institute certified, Elana is committed to environmental best practices and work that supports socio-economic and community-focused outcomes.
Sarah Gallo
News UK – EVP, Chief People Officer
With a team overseeing HR, recruitment, employee experience, diversity & inclusion and benefits & rewards, Sarah is a key stakeholder in facilitating a culture across News UK based on our core values of Passion, Principle and Purpose. She has also led the award-winning work around supporting and promoting wellness among colleagues across News UK and Ireland. Sarah joined News UK in 2018 as HR Director, providing strategic HR support for areas including Editorial, Technology, Marketing, Data & Insights at News UK, and as HR Director for Newsprinters, our print logistics, innovation and solutions business. She previously worked for Tesco in various Commercial, Operation and Senior HR roles across the UK and global businesses.
Simon Latham
City Bridge Foundation – Managing Director
Simon is responsible for the overall strategic oversight of, and ultimate responsibility for, the effective and efficient management and administration of City Bridge Foundation as a charity that is responsible for five of London’s bridges (Tower, London, Southwark, Blackfriars and Millennium) and as London’s largest independent charitable funder, within the direction set by the City of London Corporation’s Court of Common Council and the City Bridge Foundation Board.

Capital Arches Group – Head of Security & Licensing
Tim is Head of Security & Licensing for Capital Arches Group, McDonald’s, overseeing 31 restaurants. Prior to this he was The Director of Security for The Savoy Hotel, responsible for all Security Operations, Health & Safety and Fire Safety. Prior to joining The Savoy, Tim served in The Metropolitan Police.
Jess Saint
Guy’s & St Thomas’ Foundation – ESG / Development Surveyor
Jess Saint is a chartered surveyor in the endowment team at Guy’s & St Thomas’ Foundation. Jess is responsible for developing the property portfolio ESG strategy, progressing the Foundation’s property developments and managing the diverse commercial, student and agricultural portfolios. Jess has a particular interest in reducing carbon emissions across the Foundation’s portfolio.
Andrew Weir
Anthony Gold Solicitors – Partner
Andrew Weir is a Partner at Anthony Gold and has worked in SE1 for more than 15 years. Having trained with a commercial property practice on the south coast he continued to develop his property career as a partner in a specialist property practice on Bermondsey Street before joining Anthony Gold in 2015.
